my friend just found out that the in home day care she is an assistant at is unlicensed and not registered which it needs to be in Pa. She works with 2 other girls.

A woman from the township was out the other week but didnt step inside to talk with the owner, since the owner quick stepped outside to speak with the township woman without her seeing inside.

Was wondering if the owner of the daycare gets shut down will anything happen to my friend and the 2 other workers? They didnt even know it was unlicensed, they assumed she was licensed but clearly that is not the case since she admitted she's not.

You probably should check with the State and explain the situation. I would be surprised if an employee at an unlicensed center would have any liability - presumably just the owner. You would want to be sure Payroll is being handled correctly with taxes being withheld and so forth. If this person is not on the up and up with licensing they may be trying to skirt other regulations as well.
