I'm not sure if it's the same in all states but at least here in California you have to be at least 18 years old to have your own daycare. You can work for a licenced daycare but to start your own I'm almost sure you have to be over age. You should try contacting your states local licensing office for all of the details. Mosts states offer a workshop that gives you all of the information you'll need to open your own up, including CPR and preventative health practices.
