Agree! I sold my play set because I was going to need 12' of mulch 6" or more deep! So I have been looking for alternatives for my dck's... I purchased a teeter totter that they LOVE only to be told that needs 6" of mulch under it too! If their feet can leave the floor mulch (or substrate) is required now! The inspection lady said they even required it for a little tikes alligator teeter totter!!
