School Discipline?

So I have a dcb (4) in jk. This little guy has always been a handful, and since school has started its been worse. He runs every where jumping all over the place making weird noises at the top of his lungs. I dont always have him after school. His parents some times pick him up at the bus stop. Well yesterday he just wouldnt listen. He had 3 time outs in 30 mins. And of course when mom picks up he's even worse. So i told her to get her other child in the car while he had time out. He says to me Well i only have time out for 1 minute at school, ehy do i have to do 4mins here?

I remember my sons teacher tell me the same thing. If its bad enough to warrent a time out, its only for a minute! I dont see how that can do any good! Any one else have this at their schools, or do they do full timeouts?
