Staff Responsibilities
GEN (a) The sponsorx "sponsor:responsibilities" shall:
- Be responsible for hiring or appointing a directorx "director:hiring";
and
- Ensure that the directorx "director" operates the center
in compliance with all applicable provisions of this manual.
(b) The directorx "director:responsibilities" shall be responsible for
ensuring:
- That the center complies with all applicable provisions of this
manual;
- The supervision of all staff membersx "staff members:observation
by director", including:
- i. Daily unannounced visits by the directorx "director:observation
of staff" or his or her designee, on a random daily time schedule,
to each group of children; and
- ii. For centers with an audio or visual monitoring systemx "monitoring
system", as specified in N.J.A.C. 10:122-5.5(c) 1 i, observation
of such a system, on a random daily time schedule, by the directorx "director:observation
of monitoring system" or his or her designee;
- The development and implementation of policies and procedures for
the day-to-day operation of the center, including:
- i. Maintenance of staffx "staff records:attendance" attendance
recordsx "attendance:records" indicating daily hours worked;
and
- ii. Maintenance of children's daily attendance recordsx "children's
records:attendance", including the daily time of arrival and departure;
- The orientationx "staff development:orientation" of staff
members to the operation of the center, including physical layout, job descriptions,
and daily policies and procedures;
- Staff orientation and development, as specified in N.J.A.C. 10:122-4.7;
- The development and maintenance on file of administrative, staff
and children's records; and
- The establishment and maintenance of a staff member substitutex
"substitute staff" system.
(c) When the directorx "director:designated substitute" is absent from
the center for any length of time, he or she shall designate a responsible person
to assume and carry out all responsibilities of the director, as specified in
(b) above.
(d) When the directorx "director:designated substitute" or any head
teacherx "head teacher:substitute" or required group teacherx "group
teacher:substitute" or required program supervisorx "program supervisor:substitute"
is away from the center for six or more weeks, the sponsor or director shall
hire and/or designate a staff member(s) who possesses the applicable staff qualifications
for the position, as specified in N.J.A.C. 10:122-4.6, to assume the applicable
responsibilities of the position, as specified in this section.
(e) The directorx "director:time at center" or his or her designee(s)
shall be on the premises at all times when the center is operating.
EC (f) For early childhood programsx"early childhood programs:head
teacher:responsibilities", the following shall apply:
- The head teacherx "head teacher:responsibilities"(s) shall:
- i. Ensure the development and implementation of the center's child
developmentx"child development" and activities program for children
below six years of age;
- ii. Ensure the appropriateness of program activities according to both
the age and developmental level of the child, as specified in N.J.A.C.
10:122-6.1(a); and
- iii. Be scheduledx "head teacher:time at center" to work
for at least 75 percent of the center's daily operating hours, or at least
six hours a day, whichever is less.
- The group teacherx "early childhood programs:group teacher:responsibilities"x
"group teacher"(s) shall:
- i. Be responsible for supervising a specific group(s) of children;
- ii. Assist the head teachere "head teacher" in implementing
the center's child development and activities program;
- iii. Assist the head teacherx "head teacher" in ensuring
that the program activities are appropriate to both the age and developmental
level of the children served, as specified in N.J.A.C. 10:122-6.1(a);
and
- iv. When used in lieu of a head teacherx "head teacher" for
centers having a capacity of up to 30 children, as specified in N.J.A.C.
10:122-4.2(b)1, fulfill the responsibilities for head teacher, as specified
in (f) above.
- For centers using a consulting head teacherx "consulting head
teacher:responsibilities"x "head teacher:consulting", the following
shall apply:
- i. The consulting head teacher shall make two on-site visits to the
center per month, to conduct staff developmentx "staff development",
observe the center's program, and ensure that the provisions specified
in (f)1i and ii above are met.
- ii. The center shall maintain on file a written record of the date,
purpose and nature of each visit by the consulting head teacher.
SA (g) For school-age child care programsx "school-age child care
programs:program supervisor:responsibilities", the following shall apply:
- The program supervisorx "program supervisor:responsibilities"
shall:
- i. Ensure the development and implementation of the center's child
developmentx "child development" and activities program for
school-age children;
- ii. Ensure the appropriateness of program activities according to the
age and developmental level of the child, as specified in N.J.A.C. 10:122-6.1(a);
and
- iii. Be scheduled to work for at least 75 percent of the school-age
child care program's daily operating hours. The program supervisorx "program
supervisor:time at center" shall spend time at both the before-school
and after-school programs, if the center provides both programs.
