What do you use for toddlers to nap?

I saw a daycare center used cots for toddlers and soft mats for 3-4 yr old kids.
Is it safe to use soft mat with toddlers? Are we allow by any rules or regulations?
I just try to figure this out since I want to use foldable soft mats to save storage room/area.

regulations vary by state - I believe mine state a mat has to be 2" thick. I have always used mats right when toddlers leave the pack n' play with no problems at all.
