Absolutely not. Mom can take the baby back home today & bring her back w/ proper formula or breastmilk tomorrow. It's dangerous to give them cow milk before a year old. I wouldn't want the liability....

Maybe he has a sensory tactile disorder where he doesn't like the feel? He's probably just never been allowed to get dirty though, poor kid.
