Felonies are an instant disqualification. And there is no exemption for them. The only way around it is if it's for something that is no longer illegal, or no longer a felony in Califoria...like pot. But your room mate would have to get it changed on their record first. And then, you'd still have to apply for an exemption, which they are not required to grant.
