I'm in Cali and my home had an in ground pool. The pool must be 5ft tall with a self closing/latching gate. The pool covers are not going to make it. Especially with insurance. They want to hear "fence". I spent close to $2,000 on mine...as it is measured per foot all the around and needs at least a two foot clearance from the lip of the pool. Hope that helps.
