I am not from Michigan, but when I was in KS it was different. Registered the state only came to your home if there was a complaint, and you could keep less children. Licensed they came in yearly and still if there was a complaint and you could have 4 more children (depending on age groups). Hopefully someone from Michigan will be here soon to say the differences there.
