Combining the contract issues with persistent late pickups would be a term issue for me.

If you want to keep DCF you need to tell DCP you need a signed, unmodified contract in your hand before DCK walks in your door. If they won't do it or won't communicate with you about it notify DCP you have terminated care and find a replacement.
