I used to have this issue as well.
Always the one parent that asked every single time even though I know they knew the answer.

I finally just told them they could either pay the flat weekly rate regardless of attendance OR they could pay only for the days they used.

BUT the rate for "pay as you go" was 3X the regular rate AND there were days I did not have room so they needed to have back up care for the days I was full with flat rate parents.


After a month of that ^ mom literally begged me to let them go back to flat rate payments and I was never asked again if they had to pay or not.

Sometimes they think they are getting a "deal" but don't realize they had a great deal until they feel it in their wallets and the comfort of knowing their space that was always there isn't any more.

Maybe try that type of tactic.
