What state are you in? I would have an attorney help you appeal. In Iowa it would not be an issue, because it is not a violent crime, a crime involving drugs and alcohol or a crime against a child.
Shoplifting in your past has nothing to do with your ability to care for children. I would read your state's code carefully and ask for help from a lawyer.
