I think some state's licensing regulations prohibit bodies such as HOAs from banning home daycares, but I don't know if VA is one of them. My best advise is to find a local attorney and consult with them. HOAs are one of the worst ideas ever: breeding grounds for self absorbed know it alls disguising their crap as "keeping up the neighborhood". Problem is they have a lot of leeway to pull dumb stunts.
