Ours was at the fair grounds. They used the rodeo/livestock show building in the loading area, where they offload cattle. It was a large, long (spotless clean) building with many garage doors on each side creating 12 or so "drive throughs". Completely open air and covered from the rain,. One car entered at a time, stopped in front of a table with staff and just hung their arm out. They then followed the gates around to the public parking lot, parked for 15 minutes, honked if they felt ill (National Reserve Soldiers on duty) and turned in their expired time stamp/personal info card on the way out to get their vaccine card. Simple. Right?

Even then people were complaining about being treated like cattle. It was free, fast, super efficient and low risk. What more could you ask for? They expected it to be more "social" and "dignified".
