That's hard..it's a first time offense I'm guessing but biting hard enough for the child to bleed and have to go to the doctor a.s.a.p....I think I would be having a serious talk with dcp and sort of see their reaction. It would be troubling and I would term if they said that was a problem at home or at another daycare or where passive about it. If they are serious about correcting the problem and appalled at the behavior, I would give a warning that if it happens one more time you will have to term for the safety of the other children. And then I would shadow that kid like white on rice.
