I'd hand it back to the parents. Continually harming other children would be the end. I am responsible for the entire group and it sounds like the days must be miserable for each and every other child.
This does not sound sudden or temporary to me. Sacrificing the happiness and safety of the group for one is simply not a good choice for anyone.
Fixing this is his parents' job.
