I'd believe that in full confidence if it was only the parents of the older toddlers or sibling groups. Especially if they had been through multiple providers.
My concern of a trend is because I am getting this from my newborn/first child interviews as well.
(remember, I *usually* only enroll newborns) It is simply odd, IMHO.
