If your local school does not qualify you for tier 1, then the only other way you can qualify as tier 1 would be based on your household income. I wish I could use my tax return. My sponsor won't accept that. I was told the only way I could "prove" my income would be to hire an accountant to audit my records and sign off on my income. So even though we make next to nothing and based on my tax returns I should be getting tier 1, I only get tier 2. I refuse to spend money to hire someone to audit my records.
