I added a heavy duty, insulated garage door, a handwashing sink, padded vinyl flooring, play rugs and had the HVAC system run into the garage with its own thermostat. From the outside, it appears to be just a garage. I have not had a problem with zoning. Few even know we are in here for safety.
I am not in California, though.
