Illegally charging? What does that mean it should be free because of a licensing issue?
I honestly not sure I follow how it is illegal and how the school is involved. If you owe money, pay it! If they are operating illegally take your child somewhere else and report to licensing.You do not get free childcare because you suspect the person isn't legal.
