In my state (CA) children are infants until the age of 2 and then they are toddlers/pre-schoolers until they are old enough to go to school. Once they go into Kinder thay are school-agers. So many differences aren't there? It always amazes me.
I know and I hate it.....lol that's why I make it 20 months and up at my house. To be honest, I have only ever had 3 kids in 8.5 years of that age...
