Have DCP's bring in the kids costumes (or even make your own). Take cute photos of the kids all dolled up in front of a decorated bulletin board (with your business name casually visible 
) to be submitted.
Maybe even make the photos "night-time pedestrian safety" themed. Have reflective tape and flashlights on the kids to show the children practicing Safe Trick-or-Treating habits.
Obviously, if you have parents who would not LOVE to have their kids photo in the papaer....don't. Mine live for stuff like this.
