In my state you can be registered and not licensed. As I have been for 3 years. I follow all state laws and regulations. I have even taken child care classes even tho I don't have to. I want to provide high quality care. I just had no desire to have a bunch of kids so I didn't need a license. I have just turned in my packet to start licensing process.
