I'd try with the 2.5 year old, but the child with "Yellow, liquid stools at minimum 3x/day" is probably not ready (also, ew).
I am no expert on poop but the last one sounds really abnormal for that age. Sounds like the parent of child #1 is working on a solution at least.
Can you do cloth diaper covers to at least keep blowouts under control?
I've had children as young as 18 month potty trained, but they had good parents.
