In Michigan the seat belt law became effective 33 years ago, so most, if not all, of my daycare parents have grown up with this law and should absolutely know better. Not to mention that most accidents happen within 1 mile of the home, so to put a child on their lap to drive home even 1/3 of a mile is stupid imo
