I think she will get the idea with lots of consistency. This is definately a major testing age, though! I have 2 19mo's and a 23 mo here. Some days it just no fun.

Can you set up a pnp or super-gate with a few toys and put her in there when she pulls her stunts and you are trying to feed baby/make lunch? Not as a "time out" more "You are not being safe, and I need to make lunch. I am going to put you here until lunch is ready, so that you will be safe". Occasionally, one of mine ends up sitting at the table with a book until lunch is ready for the same reason. Usually it's whopping someone on the head here though...

I'd basically give her one chance, and as soon as she blows it, put her in her in the pnp just long enough to get whatever done. Yeah, she will probably scream her bloody head off, not play with the toys, but you do need to keep her safe, and you do need to attend to other things.
