Carseats have been recalled though after people bought them new. So its no different in my eyes. Theres a risk to everything, even when you buy new. When i was in a car wreck, the used carseat protected my son. Buying anything used for baby- swing, crib, play yards-, could potentially be risks too.

I rather a low income/poverty person (me when i had my son 7 years ago) buy a used carseat then not use one at all because they cant afford a new one.
