Gradually there will be no Tier 1 or Tier 2.....all will be on the same reimbursement rate regardless of school data, or income. All changes that are coming will not be beneficial for child care. I signed a child up for Mar 13 but cannot count them on FP here until April 1 with NO back pay. This will gradually make it to everyone.
I do not know why my state has to be the leader of the pack in these changes.
