This sounds different, and worse that the OPs description. If I were this child's parents, I would throw such a fit that my pediatrician would happily give me a referral to a specialist. I'd want one (a doctor) at a children's hospital.

How does she eat? Does she seem to see toys and objects well? HAs he hearing ever been tested?
