Isn’t most required paperwork in fcc a waste of paper?

I know lots of other professions that require a license, my question was why would a consumer NEED a copy (as their business is not comparable to child care).

CK used that logic as to why she thought it unfair to require Oregon providers to supplya copy so I was just curious why she’d want or need one..
