I can't speak for licensing in OP's area but I know my licensor will issue correction orders (and fines) for having a bib or blanket draped over the side of the crib/PNP even if there is no baby in it.

I love those Halo sacks though. My DD used the swaddle ones until she figured out how to roll over (at 2 months
), regular sack until she learned to walk, and then a footed walker one now. I've tried transitioning her out of it now that's she's older, but I've come to the conclusion that's just not a battle worth fighting for me and that's a whole different story anyway.
