Technically, that's a spot open today.
If a spot is open today, then they pay today or I fill it.

If they're not willing to pay, they contact me when they are willing to start paying and I let them know if I have room.

Infant spots are coveted. Luckily, most families realize that and will secure the spot immediately. I totally understand and sympathize that it sucks paying for a spot you're not using. But it comes down to: I'm not willing to take a pay cut to benefit someone else's family finances.
