Not if there is a leash law. Happily there is one here so I just make a quick call and the animal is picked up. The animal owner bears the responsibility for the care and upkeep of their animal, not me. If the animal growls or tries to bite, I am told to put it down and they will come dispose of it. Luckily my DH is home for that. Easy. Peasy.
