This is an old post but some perspective on the staff-they may have been embarassed or fearful. I know lots of staff who avoid parents they think are angry with them. Fight or flight and they flight. Not sure if thats their reason but it may be. Personal insecurity perceived as hostility. And yes, it is hard to catch it all. But note to staff 1) scan the area frequently 2) pay closer attention after a parental concern and 3) dont assume a 3 year old is always one way.
