I'm averaging about 16-19 an hour right now.

For the OP though, I agree if that is your rate and the person can't afford it then fine. They do not have to be rude about it though. All they had to say is I'm sorry, that is more than I can afford right now and leave it at that. No need for the person to get nasty.
