This is me, as well. I exclude for symptoms, so to me it wouldn't matter the reason for throwing up, I would still exclude for 48 hours.

As far as the cleaning goes, I know some providers would require cleaning to be paid for.

Does she do this often? Perhaps this is why the provider is requiring that you pay. It can be costly to keep cleaning carpets, furniture, etc and if it is happening regularly with your child, that could be why.
