Is a parent handbook the same as a contract?

What order should I put the information into the contract?

I have a list so far, let me know what I'm missing and what order it should go in....

Deposit
Holidays
Closed Dates
Weather
Conferences
Immunization and Health Care Records
Becoming Sick While at Daycare

I removed a few categories from this Parent Handbook because it came from a daycare center my sister's kids are currently enrolled in and I need to create documents for my daycare opening next year. I like they have information on Pets because they have a pet cat at there daycare and I also have cats myself so I can easily adopt that topic!

I have a policy on how to handle divorced parents & custody issues. I require a copy of their custody order, so I know when each parent is "supposed" to have the child, and I need a written note if the NCP is picking up on a day that is not his day.

Late fees?

Overtime fees?

Early drop off fees?

Night care?

Overnights?

Allergies? Food pets meds

I have a policy handbook & a contract. My contract is pretty much an outline of all the money issues in the policy.
