Can someone tell me who owns a daycare center, not home daycare in California. Do u have to secure a facility by signing a lease before appling for the state license?

There should be a license checklist.
It's been a while...
but I know you have to prove your ECE and business management units, live scan and child abuse index check, MMR and DTaP immunizations, TB test

If you find the checklist will you please share it here for all or PM me too!!! I am doing this out of my home for now but since CA will not allow a set up like Black Cats I know at some point I will need it out of my own home.
