If you read "between the lines" they are trying to imply that the secound child by a means other than what the parents say.

I don't think so, but it's possible. IME, It is not uncommon for two different Medical Examiners to list the cause of death in an infant death differently.
It is possible the inconclusive outcome was due to physical trauma caused while the family AND EMS performed CPR. The bruising and possible barotrauma from that could have made it impossible to define 100% cause of death.
