Default ratio

I live in Louisiana and I am disgusted by the ratio for my two year old. Centers are allowed to have 11 children with 1 teacher and you cannot find any centers who will do better than the ratio. How can 1 person who is underpaid take care of that many children effectively? I don't know what to do. I need to work. I would be willing to pay a little more for a smaller ratio, but I cannot find anywhere who has that option. Next year I'll have 2 in daycare and I really don't know how I can leave my children knowing that their safety is being compromised because there are not enough eyes to watch them.
