Here are the technical and parent sheets for cold sores.

Parent sheet:

As far as exclusion it says:
- Childcare: Primary infection - Until those children who do not have control of their oral secretions no longer have active sores inside the mouth.
- Recurrent infections (fever blisters and cold sores) - None
Honestly if this little ones sores are open and oozing or weepy at all, I would exclude since they still mouth things and can spread it that way. The fact sheets explain it well. I would also highlight the area on the left side of the parent sheet (where it talks about exclusion) and send it home with the parent.
