This is the second or third time one of my dcgs has worn a dress that was sheer and her panties were visible through it. I know her mom bought a lot of dresses for her while out of the country and I don't think she's intentionally trying to show off her panties. But she can't miss it unless they get dressed in the dark.
This is also a split custody situation and DCMs idea of appropriate dress is bare minimum - no coat, sleeveless dresses in the winter, no socks or tights. She once came wearing a nightgown. Dcm claims she can't get dcg to dress warmly but the mom wears tank tops and leggings in the dead of winter. When dcg is with Dad, she is always wearing appropriate clothing.
The last time she had on a see-through dress, we put a little pair of leggings on her and told dcm about it, she laughed it off and now here we are again.
Do I leave this alone or would you approach the issue again?

I'd just tell Mom to please put shorts or leggings on underneath ALL dresses for sanitary reasons. I would also ask that Mom bring in about 5 pairs of shorts/leggings to keep in her cubby change of clothing bag for the days that Mom forgets.
Little underwear on a carpet that other people sit on is pretty icky, without even addressing the modesty issue.

I do not allow girls to wear dresses or skirts without shorts or legging underneath them. We play too hard to deal with clothes riding up. I had one mom tell me that she didn't need to because her daughter knew how to "sit like a lady" until I reminded her that it's pretty hard to do that while riding the bikes outside.

If change the clothing. Use a spare set or something you have on hand. Let mom know her clothes were see through so you changed them.

Here, shorts or leggings must be worn under dresses. I would just tell mom for sanitary reasons shorts or leggings must be worn under dresses from now on.

I agree with PPs. I would tell DCM she needs to put shorts or leggings on DCG under her dresses.

I have the same rules for shorts or pants underneath. I did have a dcm bring her daughter in see through tights with a see through tutu once. Right when I answered the door I saw it and said 'oh no, I can see her underwear, let me see what spare clothes you have here' I then asked mom to bring more spare clothes. She got the hint. His mom likes to wear black bras with white t shirts...

I had this exact same situation! Mom would dress the kid in high heels and princess dresses regularly. I bought a few changes of clothes for her while she was here and would change her into it when she got here. Then I grew a backbone and told mom there was to be no more princess dresses. The child couldn't even wipe herself because the dresses are so big!
I would tell mom she cannot come dressed like that and that from now on she is to be in clothes suitable for play.
