Ok, so yesterday DC mom comes in with DCG and says "well she's sick" my response . Ok so has she had a lot of nasal discharge? Mom says no just a caugh. So I think ok maybe she'll make it today. And she did fine all day, just didn't seem to want to eat much.

When mom was leaving yesterday, I mentioned that if she got worse overnight or couldn't sleep well that she would want to just keep her home.

This morning she came in, "DCG wanted to come today, she got her close out and couldn't wait"

So DCG doesnt behave sick, but has been caughing all morn since arrival.

Should I call mom or just watch her? Why do they come sick????

That's frustrating because you can tell something's off but without clear symptoms there's so many grey areas. I would watch the kid and if she seems sick to you (even if it's just her not participating in activities) I'd call mom to come get her and leave her home for the next day too. I have it in my policy that if they are too sick to participate then it counts as an exclusion. Use your judgement, as mom doesn't appear to me to be doing the same.
