My grandson's daycare meets the state's (IL) guidelines for square feet per child. However, the room is quite full of furniture (toy boxes, filing cabinets, cubbies, etc.), so the square feet are significantly reduced resulting in a severely crowded environment. Is there a guideline or law concerning this issue?

I can't help you on this. What I do know is that kids don't need all that STUFF to have a fun learning environment. Kids need to learn to play and use their imagination without all the Stuff of today.
