Daycare and Taxes>Schedule C Expenses - Part II or Part V?

If my business began in June 2017, where would these expenses go on Schedule C?

- $150 application fee for my Daycare license dated 12-9-16
- required trainings taken in 2016 and early 2017

My understanding is they would normally go under Part II (line 18 Office Expenses for the training and line 23 Taxes and Licenses for the app fee) but since these expenses were incurred before my business started, should they go under Part V where I entered “Start-Up Expenditures”?

It doesn't matter where you put these expenses on Schedule C as long as your start-up expenses were less than $5,000.
