All my kids have something! Runny noses and boogers are everywhere here...yuck! I wonder if something is going around.....again.

Well, that's nice of the doctor who doesn't take care of multiple children, if he did in fact say that. Way to put you on the spot! Not to mention, he doesn't know if you have part timers/drop ins/ or even full timers that have not been exposed to whatever baby has. However, I'd just go with my illness policy. If the kid still has excludable symptoms, I would exclude. My illness policy specifically says, the final decision for inclusion into care rests for the provider. It is because of situations like these.

I also have irritability and "requiring more care than normal" as reasons to exclude.

Mine must stay home until they are symptom free for at least 24 hours. So ... nope! No go!

This is the reason I added "I am the final authority on whether your child can attend care for the day, not your doctor" to my policies.

The doctor is just saying that the child is healthy enough to attend daycare, himself. He is assessing the child, not whether the child is contagious. I would require that the child stay away until he is not going to infect others.

My policy says the same thing. When I refereed him to the policy, I mentioned the doctor could call me & we could discuss how illness is spread.
