I worked somewhere once where the food was prepackaged and delivered. Needless to say the food was utter crap. I'm wondering do people come out cheaper in the end from having food catered vs cooking it on site?

I think it would depend on their licensing guidelines and the number of kids in their care.
I could see catering being necessary in a building with an unapproved kitchen while repairs are being made or while the new building is being built/sourced. ![]() It could also be helpful in a pinch when there is a staffing issue or too many allergies that require a dietician and trained/insured chefs.
