3.5 year old sucking, chewing and putting toys in mouth or other small objects. During lunch the child was sucking on the 1 year olds fingers, I moved the child away for the rest of lunch. Ideas on what I can try?

You could try this - it worked for one of my children:
Have him take two fingers on each hand and rub 7-10 times where the jawbones connect. Supposedly it works on the oral need, much like eating a bowl of popcorn would. I asked mine to do it whenever I saw something go in his mouth. Maybe it works just because it's a distraction, but within a week, he was putting far fewer things in. I learned it at a class on body mechanics.

We, say, "Only food in your mouth.., not kids, clothing or toys!"

......EI had me use a wash cloth to rub the child's roof of their mouth too.

......We do this too, and add sign to help it along.
