I have a group of 2-3 year old girls and they are terrible about screaming! I don't mind laughing and giggling but when they scream it is too much! How do you explain or teach that age to use a quiet voice? I need help!

I had six girls in my care at one time and I never could get them to stop that loud scream,especially when they were trying to scare eachother when they were playing at the park. I reminded them every time they did it that it was too loud.They didn't do it alot but o.m.g when they did it could burst your ear drums.If they did it more than a couple times after I reminded them I made them take a break,no one wants to listen to that at the park.
When they were little I would just make a sad face and cover my ears"Oh that really hurts my ears,please don't scream" They eventually would remind eachother"That's too loud,you're hurting people's ears" Or they would apologize when that loud scream slipped out.Just keep reminding them and hopefully they will stop
